They\u2019re being used to protect trees that <a href=\"https:\/\/www.bloomberg.com\/news\/features\/2021-04-05\/a-top-u-s-seller-of-carbon-offsets-starts-investigating-its-own-projects\">nobody wanted to cut down<\/a>, <a href=\"https:\/\/e360.yale.edu\/features\/is-the-legacy-carbon-credit-market-a-climate-plus-or-just-hype\">fund wind turbines running for the last 10 years<\/a>, and build new solar <a href=\"https:\/\/www.ft.com\/content\/93cb7744-529d-4c74-bbb8-5a9bc8d6b321\">panels that were going to be built anyway<\/a>. Some companies are <a href=\"https:\/\/www.smh.com.au\/environment\/climate-change\/chinese-firms-blamed-in-huge-greenhouse-gas-scam-20101027-173yh.html\">deliberately increasing emissions in order to be paid for decreasing them again<\/a>.<\/p>\n\n\n\n<p>What solves absolute none of these problems? Blockchain!<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Blockchain solves a data problem that doesn\u2019t exist<\/h1>\n\n\n\n<p>In theory (<a href=\"https:\/\/moxie.org\/2022\/01\/07\/web3-first-impressions.html\">though perhaps not in practice<\/a>), blockchain provides a distributed ledger which is difficult to muck around with. Transactions are hard to fake, and so you can trust that whoever the blockchain <em>says<\/em> owns an offset <em>really<\/em> owns an offset. There are a bunch of companies purporting to bring the bright cleansing sunlight of blockchain to the rotten world of carbon offsets.<\/p>\n\n\n\n<p>Unfortunately, blockchain provides a solution to a completely different problem. None of the issues with offsets relate to people falsifying transactions, or malevolent actors manipulating database records. The big sellers of offsets are not struggling to keep track of their tiddlywinks. Just like the rest of the financial system, they use fairly reliable, cheap, well understood database technologies to store data. It\u2019s not very interesting. It\u2019s also not a cause for concern.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Garbage in, garbage out<\/h1>\n\n\n\n<p>All of the problems with carbon offsetting relate to verifying something <em>has<\/em> happened, or <em>not<\/em> happened in the real world <strong>because<\/strong> you spent some money <span id='easy-footnote-1-1265' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/deberker.com\/archy\/blockchain-solves-none-of-the-problems-with-carbon-offsets\/#easy-footnote-bottom-1-1265' title='These problems are often categorized as ones of leakage (did the carbon get emitted elsewhere instead?), additionality (did the offset change the amount of carbon that would have been emitted), and permanence (did the carbon stay emitted?)'><sup>1<\/sup><\/a><\/span>.<\/p>\n\n\n\n<p>Bogus offsets arise when people misrepresent the state of the real world. Whether they then write that dodgy data into an SQL database, blockchain, or onto a stone tablet doesn\u2019t make the slightest bit of difference. As we&#8217;re fond of saying in data science, it&#8217;s garbage in, garbage out.<\/p>\n\n\n\n<p>The actual problems plaguing carbon offsets can be clustered into two overarching challenges:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The easy problem: what is the current state of the world?<\/h2>\n\n\n\n<p>You can find this out if you have an incentive to do so (spoiler: most buyers of cheap offsets do not). These are questions like:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>is there more carbon in this soil than there used to be?<\/li><li>have these villages really switched to clean cookstoves?<\/li><li>are the trees I paid for still standing?<\/li><\/ul>\n\n\n\n<p>Sometimes it can be tricky to figure these things out, but there are tangible answers to those questions. Startups like <a href=\"https:\/\/www.regrow.ag\/\">RegrowAg<\/a>, <a href=\"https:\/\/pachama.com\/\">Pachama<\/a>, and <a href=\"https:\/\/www.useyardstick.com\/\">Yardstick<\/a> are trying to bring down the cost of observing of the world and checking it lines up with what it says on your offset certificate <span id='easy-footnote-2-1265' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/deberker.com\/archy\/blockchain-solves-none-of-the-problems-with-carbon-offsets\/#easy-footnote-bottom-2-1265' title=' CarbonPlan also do fabulous work assessing the quality of offsets: &lt;a href=&quot;https:\/\/carbonplan.org\/research\/forest-offsets-explainer&quot;&gt;check out this gorgeous report on overcrediting in Californian forests &lt;\/a&gt;'><sup>2<\/sup><\/a><\/span>.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The hard problem: what would the state of the world have been?<\/h2>\n\n\n\n<p>Many dud offsets correspond to projects that would have happened regardless of whether the offset was sold. The opposite is also a problem: offsets &#8220;preventing&#8221; events that were actually never going to occur. To tell whether your offset made a difference, you need to know things like:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>would this forest have been chopped down if it weren\u2019t for my offset?<\/li><li>would this hydroelectric dam have been built if it weren\u2019t for my offset?<\/li><li>would this gas have been leaked into the atmosphere if it weren\u2019t for my offset?<\/li><\/ul>\n\n\n\n<p>Unfortunately, there\u2019s no conclusive answers to these questions. They\u2019re statements about worlds that do not exist; futures that never came to pass. To my knowledge, nobody has a clever startup working on answering these questions, probably because they\u2019re very hard and any viable solution would be too complex for anybody to trust.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">CDR solves all of the problems with offsets<\/h1>\n\n\n\n<p>Last week saw large amounts of money committed to Carbon Dioxide Removal (CDR) projects by the <a href=\"https:\/\/frontierclimate.com\/\">Frontier Fund<\/a> ($1bn of guaranteed purchases led by Stripe with participants including Alphabet, Meta and Shopify) and <a href=\"https:\/\/lowercarboncapital.com\/2022\/04\/14\/clean-up-on-aisle-earth\/\">Lowercarbon Capital<\/a> ($350m of funding for removal startups).<\/p>\n\n\n\n<figure class=\"wp-block-video\"><video controls src=\"https:\/\/d37ugbyn3rpeym.cloudfront.net\/videos\/climate\/frontier-explainer.mp4\"><\/video><figcaption>A good primer on CDR and why advanced purchase commitments are necessary. Source: <a href=\"https:\/\/frontierclimate.com\/\">Frontier Fund<\/a>.<\/figcaption><\/figure>\n\n\n\n<p>CDR involves paying somebody large amounts of money to actively remove carbon dioxide from the air and store it somewhere permanently. Advocates of CDR point to <a href=\"https:\/\/www.ipcc.ch\/site\/assets\/uploads\/sites\/2\/2019\/02\/SR15_Chapter2_Low_Res.pdf\">IPCC modelling<\/a> which shows that under even the most optimistic scenarios, we\u2019re going to have to remove large quantities of carbon from the atmosphere. That\u2019s totally true, but another reason climate-conscious big corporates are excited about CDR is that it solves all of the <em>informational<\/em> problems associated with offsets <span id='easy-footnote-3-1265' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/deberker.com\/archy\/blockchain-solves-none-of-the-problems-with-carbon-offsets\/#easy-footnote-bottom-3-1265' title='More skeptical environmentalists might also observe that the reason VC&amp;#8217;s are so excited about CDR is that it seems likely that there will be a few big players which become very dominant in the space. These oligopolies will end up earning outsized returns compared to less technologically uncertain ways of cutting carbon like wind and solar. I think this is accurate and also fine, if it means we remove huge quantities of carbon. '><sup>3<\/sup><\/a><\/span>.<\/p>\n\n\n\n<p>Popular companies in the space include <a href=\"https:\/\/charmindustrial.com\/\">Charm Industrial<\/a> (\u201dmaking oil and putting it back underground\u201d), <a href=\"https:\/\/climeworks.com\/news\/equity-fundraising\">Climeworks<\/a> (\u201dsucking carbon out of the air\u201d) and <a href=\"https:\/\/www.heirloomcarbon.com\/\">Heirloom<\/a> (\u201dusing baked limestone to soak up carbon\u201d).<\/p>\n\n\n\n<p>What all of these wacky sounding projects have in common is that it\u2019s relatively easy to ascertain how they\u2019ve impacted the world. It\u2019s much easier to track how much oil you\u2019ve made than monitor a rainforest\u2019s carbon content. Even more importantly, you can be damn well sure that these barmy projects weren\u2019t going to happen if you weren\u2019t paying for it. They\u2019re reassuringly expensive &#8211; about $300 per tonne of CO2 according to <a href=\"https:\/\/n2parko.com\/p\/how-big-is-the-carbon-removal-marke?s=r\">this analysis<\/a>. <\/p>\n\n\n\n<p>They therefore solve the hard problem of offsets: in the alternative world where you didn\u2019t pay for that tonne of CO2 to be sequestered, it didn\u2019t happen.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">How many of these new CDR projects rely upon blockchain?<\/h1>\n\n\n\n<p>Erm, none.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em>Update 3rd May 2022:<\/em> Carbonplan wrote a fantastic deepdive &#8211; <a href=\"https:\/\/carbonplan.org\/research\/toucan-crypto-offsets\">Zombies on the Blockchain<\/a> &#8211; about blockchain schemes resurrecting garbage offsets which were previously unsellable. Thanks to <a href=\"https:\/\/twitter.com\/mike_skaug\">Michael Skaug<\/a> for the link.<\/p>\n\n\n\n<p> <\/p>\n\n\n\n<p><em>Please <a href=\"https:\/\/twitter.com\/home\">reach out<\/a> if you feel like I&#8217;ve got this wrong and can explain why.
